The price paid by the consumer must cover much of the drug or price full of opium for each dose included among the elements of a proportion of the profit derived from the opium trade; in other words, the price must be so fixed by the seller as to cover not only the cost to himself of the raw material, the expense of preparing it for the market, & his mercantile profit, but a portion of the rent which he is paying to the farm for the arrangements.
Under the new arrangements, the consumption of opium will be decreased & the consumer will accordingly have the money which he previously expended on the drug to devote to other purposes.
It seems fair to argue that the Colonial fort should recoup itself for the loss of revenue which would have accrued if the money had been spent on opium, by devising some other means of obtaining the same amount, that is to say, they should impose new taxation which would bring in from the pockets of the consumer the same proportion.
